Celedonio “Celsi” Sitoy

Celedonio “Celsi” Sitoy is the Vice Mayor of Lapu-Lapu City. First elected to the position in 2019 and reelected in 2022 and 2025, he brings years of experience in public service and local governance. As Vice Mayor and Presiding Officer of the Sangguniang Panlungsod, he guides the City Council in crafting ordinances and resolutions that address the needs of Oponganons. He works alongside the city administration to support responsive governance, public welfare, and the continued development of Lapu-Lapu City.

Responsibilities

As Vice Mayor of Lapu-Lapu City, Celedonio “Celsi” Sitoy serves as the Presiding Officer of the Sangguniang Panlungsod. His responsibilities include:

• Presiding over City Council sessions, ensuring orderly discussions on proposed ordinances, resolutions, and other legislative matters.

• Signing payment warrants for expenses appropriated for the operation of the Sangguniang Panlungsod.

• Appointing City Council officials and employees, subject to civil service laws and applicable appointment rules.

• Serving as acting mayor during a temporary vacancy, under the conditions provided by law.

• Assuming the mayor’s office for the remainder of the term when a permanent vacancy occurs, following legal succession rules.

• Performing other duties prescribed by law or city ordinance.
